In December 2011, the Primero Lo Primero Alliance (PLP) was established to enhance early childhood development programs and infrastructure in Colombia. It has evolved into being the strongest collective impact vehicle for early childhood development in Colombia. In 2016 First Step Big Step transitions into becoming the international NGO for the Primero Lo Primero alliance.
The objective of PLP is to combine technical, administrative and financial efforts to develop early childhood programs and centers in Colombia as part of the national policy “De Cero a Siempre”. The Foundations that created the Alliance were: ALAS, Carulla Foundation (aeioTU), Mario Santo Domingo Foundation and the Pies Descalzos Foundation.
The emphasis of the alliance is to build comprehensive development centers, to increase the coverage of quality early care for the country’s most vulnerable populations. The alliance has been able to leverage resources from both the ICBF ( Colombia’s public welfare institution), and the Ministry of Education. The founding organizations provide resources, and continue creating alliances to further evolve the PLP collective impact vehicle, now with over 60 national and international partners. In August of 2016 the alliance operates 31 centers, serving over 14,000 children between zero and five years of age in Colombia.
